Chapter I — Extent of Application

The State Government may, by general or special order, permit deviations from any provisions of a purely procedural nature contained in any rule made or confirmed under Article 309 of the Constitution of India:
Provided that such deviations shall not affect the conditions of service, the pay and allowances or the pension of officers, subject to the rule making control of the President of the Republic of India.
