A Government servant whose duties involve the carrying out of scientific or technical research shall not apply for or obtain, or cause or permit any other person to apply for, or obtain a patent, for an invention made by such Government servant, save with the permission of [the State Government] and in accordance with such conditions as the State Government may impose.
