(Memo. No. 17453/Ser.II.2/98-11, Education (SE.SER.II) Dept., Dt. 11-09-2000)
Ref. :- From the Commissioner and Director of School Education, Hyderabad
Lr.RC.No.14650 B1/96, Dt. 6.3.1999.
Order :—In the reference cited, the Commissioner and Director of School Education, Hyderabad has requested the Government to clarify whether the teacher of erstwhile Hyderabad Government, who have been allotted to Andhra Pradesh State and who are in the scale of Rs.81-130/75-150 and who have come to the scale of Rs.110-180 in the Revised Pay Scales issued in the G.O.Ms.No.426, dated 15.11.1961 can come to the pay scale of Rs.150-180 as ordered in G.O.Ms.No.632, dated 14.3.1966.
Government after careful examination of the above proposal hereby clarify that allowing the pay scale of Rs.150-180 for such of the claimant who enjoy the scale of the Rs.110-180 is not permissible for the following reasons :—
(a) That once the claimant enters the beneficial scale of Rs.81-130/75-150 the natural course could be to go for the scale of Rs.110-180 which is a revised scale of Rs.75-150. The next scale of pay corresponding to Rs.110-180 is Rs. 130-260.
(b) That originally, the claimant who were awarded Telangana Beneficial Scales of Rs.81-130/75-150, their subsequent fixation will be as follows :-
| 1-11-1956 | 1958 | 1961 | 1966 | 1969 |
|---|---|---|---|---|
| Rs. 81-130 | 75-150 | 110-180 | ---- | 130-260 |
(c) That the Scale of Rs.110-180 is the revised scale for the selection grade of Rs.75-150 but not a selection grade scale in its original form.
(d) The Scales of Rs.81-130 and Rs.75-150 are the beneficial scales allowed by the Government and on which there has been no objection. Holders of these scales will go over to Rs.110-180 but not to Rs.150-180.
(e) That the scale of Rs.150-180 is a scale created in 1966 for the holders of the Rs.80-150 as an extended scale for Rs. 80-150. But the claimants while moving on the same scale line (From Rs. 81-130 to 75-150 to 110-180) attempt to jump down to lower scale of Rs. 150-180 which is an extended scale for some one else instead of moving on their own scale of Rs. 130-260, for which there has been no authority. Even the holders of the scale of Rs. 80-150 for whom the extended scale of Rs.150-180 was created were allowed to be placed in the extended scale of Rs. 150-180 only when they reached the maximum of Rs. 150 in the scale of Rs. 80-150 vide G.O.Ms.No.632/Edn. Dt. 14-3-1966 as amended.
The Commissioner and Director of School Education, Hyderabad is further informed that if some benefit has been given to some of the teachers previously unwittingly and without proper application of the position, such proposals are to be referred to Director, Local Fund Audit for scrutiny of the claims based on the above clarification, so that further action can be taken for issue of amendment or cancellation of such orders and recovery of such claims.
The Commissioner and Director of School Education, Hyderabad is further requested to send fresh claims to Director, Local Fund Audit for scrutiny keeping in view of the above clarification.
