[Memo.No. 4579/66-3, General Admn. (Ser.-A) Dept., Dt. 6-12-1966]
Order :—The Finance Department in their Memo.No. 84527/1455/ Admn.I/63-8, dated 2-4-1964 have clarified that in case the passing of a test is prescribed a pre-condition for promotion and not for earning increments, individuals who have not passed the test and who have been promoted under emergency provisions can be allowed increments in the higher post subject to the satisfactory completion of the required services for earning the increment or increments.
In the Memo.No. 2329/643, G.A. (Ser.-A) Dept., Dt. 8-12-1964, a view was taken that increment should not be allowed, in such cases as laid in para 1 above. The question has been re-examined and it has been considered that emergency appointments are made in the exigencies of service and that being the case, the individuals so promoted should not be denied the increment for the satisfactory service as per rules in force.
The Government after careful consideration cancel the orders issued in Memo.No. 2329/643, G.A. (Ser.A) Dept., Dt. 8-12-1964 and direct that where tests are prescribed as a pre-condition for promotion and not for earning increments the persons promoted under emergency provisions may be allowed increments after satisfactory completion of the required period of service.
