[ Cir. Memo. No. 25018/295/FRI/69-2, Fin., Dt. 5-8-1969]
Ref. :—From the Accountant-Genl., A.P. Hyd., Lr.No. GAD-1/Genl. 12, Dt. 4-2-69.
Order :—In respect of all officiating Government servants who avail leave, the appointing authority has to certify that the officer would have continued to officiate in the specified post but for his proceeding on leave to count the period of leave for purposes of drawal of increments. According to the existing procedure, the said certificates are furnished along with the increment certificates.
The Accountant-General has now proposed to issue pay slips to the Gazetted Officers holding regular temporary post, i.e., posts sanctioned at the beginning of February or March for the full year, by including the increments falling in that year, so that the officers may draw their increments during the currency of the post without waiting for fresh pay slips at the time of accrual of increments in cases where no difficulty is experienced in respect of officers governed by Hyderabad Civil Services Rules, and permanent and approved probationers governed by Fundamental Rules and officers for whom certificates under Government Memo. No. 1620, G.A. (Ser-A) Dept., Dt. 26-6-1962 and Memo No. 326/65-2, G.A. (Ser-A) Dept., Dt. 15-6-1965 have been received by him, provided certificates required with reference to the provisions of F.R. 26(6)(ii)/HCSR 40(b)(ii) are furnished along with the orders sanctioning leave.
Government have examined and accepted the suggestion of the Accountant-General. All the Heads of Departments are therefore instructed to see that the certificates referred to above are invariably furnished along with leave orders in respect of all officiating Gazetted Officers in time to enable the Accountant-General to issue pay slips in future.
