[Memo.No. 1519/Accom. D/92-1, Dt. 21-10-1992]

Order :—Whenever a Government Quarter is allotted to a Government employee, a copy of the allotment order is marked to the concerned Head of the Office/Department where the allottee is working. Each allotment order contains the following instructions to the Pay Drawing Officers:

The Department concerned is requested to deduct the monthly rental amount every month from the allottees salary and credit it to the Head of Account "0216 Housing 01 Government Residential Building. 106 General Accommodation (01) Rents" and send a rental statement to the Estate Officer, Hyderabad every month. The Estate Officer/Pay & Accounts Officer is requested to watch recovery of rent regularly every month.

The Department concerned is also requested to intimate promptly to General Administration (Accom.) Department and the Estate Officer, Rent Collection Unit, Hyderabad whenever the allottee is transferred of city, retired resigned or is ousted from service etc.

The Drawing Officer concerned is requested that in respect of employees who are allottees of Government Quarters and who are transferred out of city, the last pay certificate should not be issued unless No Due Certificates are produced from the Electricity and Water Works Departments.

The Drawing Officer concerned is requested that, in respect of retired employees who are allottees of Government Quarters, the Gratuity etc., should not be paid unless "No Due Certificates" are produced from the Electricity and Water Works Departments.

However it is observed that the above instructions are not at all being followed by the concerned Heads of Offices/Departments and the Pay Drawing Officers which has resulted in abnormal delay in allotment of Government Quarters on vacation, poor collection of rent, and non-collection/belated collection of arrears of rent and Water and Electricity consumption charges from the allottees. In a few cases, it has become very difficult even to locate the addresses of employees on transfer or retirement.

The Government therefore, direct all Heads of Departments/Offices and more particularly Pay Drawing Officers of the allottees of the Government Quarters to follow the above instructions contained in the allotment orders scrupulously. For any lapse in complying with these instructions the concerned Pay Drawing Officers shall be personally held responsible.

All Departments of Secretariat are requested to issue strict instructions in this regard to the Heads of Departments under their administrative control.

The receipt of this Memo. may be acknowledged.
