[G.O.Ms.No. 255, Fin. & Plg., (FW : FR-I) Dept., Dt. 27-9-1979]
Order :—A question has been raised whether transfer of Government Servants on foreign service requires the consent of the Government Servant involved.
Transfer of Government servants on foreign service is regulated by the provisions of Fundamental Rules 110 to 126 and the Hyderabad Civil Service Rules 470 to 489. It is often necessary for Government to transfer Government servants in the public interest on foreign service to bodies, societies or institutions wholly or substantially owned or controlled by Government. It is, therefore, clarified that in accordance with the proviso to Fundamental Rules 110(a) and of 471 (a) of the Hyderabad Civil Service Rules it is not necessary to obtain the willingness of a Government servant for the transfer on foreign service to the service of a body wholly or substantially owned or controlled by Government and accordingly it is obligatory on the part of the Government servants to proceed on such transfer to foreign service when ordered by the competent authority.
