Transfer of charge of an officer elsewhere than at Headquarters — Exercise of powers

[G.O.Ms.No. 95, Finance (FR-I) Department, Dt. 8-5-1967]

Order :—(1) According to instruction 2 under F.R. 17, and Exception I under Rule 24 of the Hyderabad Civil Services Rules, the Govt. in the case of Heads of Departments and the Head of Department concerned in other cases may direct that the transfer of charge of two Govt. servants shall be effected at a specified place other than the Headquarters or that the two Govt. servants concerned shall communicate to one another by post or telegram that they have respectively assumed or given up the duties of a post with effect from a specified date.

(2) It has come to the notice of the Government that the above powers are being exercised as a matter of course. An instance in point is permitting officers to hand over charge at tour stations in order to enable them to proceed on leave. Such a permission, if not granted judiciously can mean an indirect subsidy to the individual concerned, especially so, when the place to be visited during leave is nearer to the tour station than to the officer's Headquarters. It might also encourage unnecessary tours. It is precisely to avoid exercise of the power in such cases that they require the personal approval of the Secretary to Government in the case of Heads of Departments and the Head of the Department concerned in other cases.
