[G.O.Ms.No. 2152, Finance (F.R.I.) Department, Dt. 18-5-1960]

Order : —In fixing pay in the revised scales, the pay of certain persons had to be fixed over and above the maximum of the time-scales. Such excess has been termed as personal pay. A question has been raised whether the above “personal pay” should be taken into account for the purpose of fixation of pay at the next higher stage, on promotion to the higher post. The question has been examined in consultation with the Special Officer, Pay Committee and the following instructions are issued in the matter :

The personal pay under reference is not to be taken as once given to cover loss of substantive pay. Substantive pay does not include such personal pay. The Government have therefore decided that it should not be taken into account for the purpose of fixation of pay at the next higher stage on promotion, but it would be absorbed in future increments on such promotion. If the pay in any case has been fixed otherwise, it should be refixed in accordance with these instructions, the excess paid being recovered.
