[G.O.Ms.No. 172, Finance (F.R.) Department, Dt. 1-5-1962]

Ref. :—From the Government of India, Ministry of Finance, (Department of Expenditure), No. F2/(9)-E. III/61, Dt. 23-12-1961.

Order :—The Second Pay Committee constituted by the Government of India considered that the position then existing in regard to the fixation of pay on promotion to higher post was very unsatisfactory and that there should be an incentive of atleast one increment to the employee when he was asked to shoulder greater responsibility on promotion to a higher post. It accordingly recommended that in all cases of promotion to a higher post, the pay of an employee should first be increased by one increment in the lower post and fixed in the higher post at the stage next above that increased notional pay of the lower post. It further recommended that no distinction should be made on the ground that the lower post was held in temporary officiating or permanent capacity. The Government of India have accepted the recommendations and made provisions accordingly in their rules.

The question of adopting Government of India's decision in respect of the employees of the State Government has been carefully examined by the Government. It has been decided that the pay of the employees in the lower post need not be increased by one increment as it would involve large additional expenditure to the State Government. But it has been decided that in all cases of promotion to higher post in temporary or regular capacity the pay of the employee may be allowed to be fixed at next higher stage on the pay drawn in the lower post irrespective of whether such pay is temporary or officiating or substantive. The Government accordingly direct that the initial pay of an employee on promotion to a higher post in temporary or officiating or substantive capacity be fixed at the stage next above the pay drawn in the lower post in temporary or officiating or substantive capacity if the pay so fixed is more than the minimum of the higher post.

The benefit of the order in the previous para will be given to all employees whose pay does not exceed Rs. 750 p.m. on the date of promotion. In the case of promotion made on or after the date of these orders, the benefit will be given with effect from the date of promotion while in the case of those who have already been promoted, the benefit will be given to them with effect from the date of these orders, as if they are promoted on that date.

Necessary amendments to the Fundamental Rules and the Hyderabad Civil Services Rules in the Finance Department and the General Rules for the State and Subordinate Service in the General Administration Department will be issued in due course.
