[Memo. No. 60805/2273/F.R.II/65-1, Fin., Dt. 17-10-65]
Ref. :—G.O.Ms.No. 172, Finance (F.R.) Department, Dt. 1-5-1962.
Order :—According to the orders issued in the G.O. cited, the initial pay of an employee on promotion to higher post in temporary or officiating or substantive capacity should be fixed at the stage next above the pay drawn in the lower post in temporary or officiating or substantive capacity if the pay so fixed is more than the minimum of the higher post.
It is now hereby clarified that the word 'promotion' occurring in the G.O. cited would cover not only promotion in the regular line but also promotion made outside the regular line according to Rules governing such promotions. However in the case of appointments to higher posts made outside regular line the officiating
pay drawn in such a post can be taken into account for the purpose of fixation of pay in case of promotion in the regular line only if it has been drawn for more than three years.
