[Memo. No. 2560/67-2, G.A.D.(Ser.), Dt. 25-11-1967]

Ref.* :—(i) G.O.Ms.No. 506, Genl.Admn. (Service-A), Dt. 21-4-1961.
(ii) Govt.Memo. No. 1620/62-3, Genl.Admn. (Service-A), Dt. 26-6-1962.
(iii) Govt.Memo. No. 2329/64-4, Genl.Admn. (Service-A), Dt. 8-12-1964.
(iv) Govt.Memo. No. 4579/66-3, Genl.Admn. (Service-A), Dt. 27-5-1967.
(v) Govt. letter No. 947/Ser. A/67-3, Genl.Admn. (Ser.-A), Dt. 27-5-1967.

Order :—In the Government Memo, fourth cited, orders have been issued allowing the unqualified promotees to draw increments for their temporary services in terms of the G.O. first cited. On receipt of representations, the above orders have been given retrospective effect from 2-4-1964 in the Government letter fifth cited.

The Accountant General in D.O. letter sixth cited has pointed out that with the withdrawal of the instructions, Dt. 8-12-1964, increments may have to be allowed for the entire period of temporary service in terms of the orders issued in G.O. Ms. No. 506, General Administration (Service-A), Dt. 21-4-1961, as modified in Government Memo. No. 1620/62-3, General Administration (Service-A), Dt. 26-6-1962, if otherwise admissible, since there has been no ban at any time on the withdrawal of increments in such cases, after the issue of the said Government order and that arrears can, however, be only from 6-12-1966, the date of issue of Govt. Memo. No. 4576/66-3, General Administration (Service-A), 6-12-1966. The Accountant General has also pointed out that the clarification issued by Finance Department in their Memo. No. 84527/1455/Admn. I/63-8, Dt. 2-4-1964 was only in the nature of a reiteration of the position already prevailing.

After careful consideration of the issue, Government have accepted the above views of the Accountant-General Administration (Services-A), issued in Govt., Memo. No. 4579/66-3, General Administration (Services-A), dated Dt. 6-12-1966, should be deemed to have been given effect to from 21-4-1961, the date of the Government order first cited, subject to the condition that the employees concerned will not be entitled to arrears till 6-12-1966 consequent on refixation of pay from 21-4-1961.
