[Cir. Memo. No. 63949/27/F.R. II/61-I, Dept., Dt. 21-10-1968]
Ref :— Government Letter addressed to the Accountant-General, Andhra Pradesh, Hyderabad, No. 2956/Ser. D/67-12, Dt. 24-5-1986.
Order :—In the erstwhile State of Hyderabad, there were Probationary Service Rules regulating the conditions of service of officers appointed on probation to the State and Subordinate Services under that Government. According to these Probationary Service Rules when a Government Servant was appointed to post in which probation had been prescribed he was not entitled to increments unless he was confirmed at the end of probation in the post. Where no probation was prescribed to a post, he was entitled to increment unless withheld under the relevant rules. These Probationary Rules have been replaced by the Andhra Pradesh State and Subordinate Service Rules. According to these rules, a Telangana employee on promotion of recruitment by transfer to a post one stage above that held by him prior to 1-11-1956 has to undergo probation only if and to the extent prescribed in the Hyderabad Cadre and Recruitment Rules. But the procedure to be followed for the declaration of probation in such cases shall be in accordance with Andhra Pradesh State and Subordinate Services Rules. For the drawal of increments he will not however be subject to the provisions of F.R. 31-A which restrict drawal of increment during the period of probation but will be governed by the provision of H.C.S. Rules which do not put any restriction on the drawal of increment during the period of probation.
In the circumstances, it is hereby clarified that in the matter of drawal of increment, the employees of the erstwhile Government of Hyderabad will be governed only by the provisions of H.C.S. Rules irrespective of the stage of promotion and irrespective of the rules governing their promotion or recruitment by transfer and declaration of probation.
