Ref. :—Govt. Memo. No. 60805/2273/F.R. 11/65-I. Fin.(FR), Dept., Dt. 17-10-1965.
Order :—It has been clarified in the Government Memo, cited that the word “ promotion ” occurring in G.O.Ms.No. 172, Finance, Dt. 1-5-1962 would cover not only promotion in the regular line but also promotions, made outside the regular line, according to rules governing such promotions, that in the case of appointments to higher posts made outside the regular line the officiating pay drawn in such a post would be taken into account for the purpose of fixation of pay in case of promotion in the regular line only if it has been drawn for more than three years.
The matter has since been re-examined by Government and in partial modification of the orders issued in the Memo. cited hereby order that the benefits, monetary or otherwise, that accrue or have accrued during the tenure of the promotion of a Government servant outside the regular line shall end with temporary tenure of that post only and that such temporary benefits shall not be perpetuated by being carried forward and counted towards fixation of pay on promotion in the regular line to the department of seniors. However, to avoid sudden drop in the employments the pay drawn outside the regular line shall be protected treating the excesses as personal pay, to be absorbed in future increments.
Order issued above will have effect from the date of this order and all pending cases will be decided in accordance with these orders. Past cases decided in the light of the orders issued in para 2 of the Government Memo cited, however, need not be reopened.
