Order :—According to orders issued through the Government Order cited, the provisions of F.R. 27 should not be invoked to take into account the monetary loss equivalent of Special Pay, etc., for the purposes of fixation of initial pay on appointment to another post where in the Special Pay is not admissible. Representations have been received from the Andhra Pradesh Secretariat Typists and Stenographers Assn., and others that when Typists and Stenographers are promoted to higher post which do not carry Special Pay, there is a drop in the emoluments since the pay on promotion is fixed in the higher post with reference to their basic pay in the lower post. They have therefore requested that the Special Pay may be taken into account for fixation of pay on promotion.
The proposal has been examined in the light of the fact that Special Pay which is allowed with reference to qualification is different from the Special Pay attached to some posts in a cadre. The Special Pay allowed with reference to qualifications may therefore be given protection when the Government servant is promoted to a higher post which does not carry Special Pay.
After careful consideration, Government hereby direct as follows :
(i) The Special Pay being allowed to Typists, Steno Typists, S.C. Stenos and P.A. to Secretaries with reference to the qualifications in typewriting or stenography may be protected on promotion to higher posts which do not carry Special Pays.
(ii) For this purpose, the pay in the higher post may be fixed treating the sum total of Pay and Special Pay as basic pay and then the pay in the higher post may be fixed at the higher stage in accordance with the normal rules.
(iii) The orders shall be deemed to have come into force on 1-1-1974 and shall apply to the cases of promotion falling on or after that date. The monetary benefit arising out due to such fixation be allowed from 1-5-1975, the date of monetary benefit allowed for the Revised Scales of Pay, 1974.
(iv) These orders shall not apply to the employees holding other than the above posts.
